The New RICS Service Charge Code: What It Means for Landlords, Tenants & Property Managers11/4/2025 Editor’s Note – Updated November 2025
Since we first published this article in July, the Royal Institution of Chartered Surveyors (RICS) has issued the amended Second Edition (October 2025 reissue) of its Service Charges in Commercial Property Professional Standard. This version confirms the Code is effective from 31 December 2025, applying to all service charge budgets and reconciliations issued from 1 January 2026 onwards. It also reinforces key updates around budgeting timelines, management fee transparency, procurement reviews, and tenant engagement, with new RICS templates to support voluntary funding and retention agreements.

At Re:volve Real Estate, we know that landlords need more than just someone to keep the lights on. Effective Facilities Management (FM) is about protecting your asset, keeping occupiers safe and satisfied, and ensuring compliance, all while delivering long-term value.
At Re:volve, we’re proud to have a team that brings real expertise, energy, and personality to property management. In this feature, we sit down with Kathryn Edwards, recently promoted to Senior Surveyor, to hear about her career journey, what she loves about the industry, and the challenges she’s overcome along the way.
Managing service charges doesn’t have to be a headache, but for organisations without an in-house surveyor, it can quickly become one. Whether you’re a corporate with a single HQ building and multiple sub-tenants, or you have a portfolio of leased-out space, one challenge is common: service charge management.
If you don’t have a dedicated property team, this responsibility can become complex, time-consuming, and risky. That’s where a managing agent, like Re:volve Real Estate, can step in and help. This month marks a very special milestone for Re:volve Real Estate - our second anniversary! Since launching in July 2023, we’ve experienced an incredible journey of growth, challenges, and achievement, and we want to take a moment to reflect on what these two years have meant for us.
We’re proud to announce that our Managing Director, Anna Main, has been crowned Business Person of the Year 2025 at the North Cheshire Business Awards.
The awards, hosted by the North Cheshire Chamber of Commerce at Mottram Hall, celebrated outstanding business talent and leadership across the region. Anna took home the top individual honour of the night, recognised for her bold vision, inclusive leadership, and outstanding impact in transforming the commercial property sector. At Re:volve Real Estate, we believe that effective commercial property management starts with one core principle: putting the client first. Our client-focused approach is designed not only to preserve your investment but to enhance its performance, profitability, and long-term value.
We don't take a one-size-fits-all approach to commercial asset management. Every property is unique, and so is every client. That's why we work in close partnership with landlords to tailor our asset management services to your specific objectives, whether that means maximising cost savings, enhancing tenant retention, ensuring regulatory compliance, or preparing your commercial property for strategic redevelopment. Due diligence is the cornerstone of effective property management and asset management. It’s the thorough process of verifying all critical information to optimise performance, manage risk, and protect the investment value of our clients' assets. According to research, properties managed with robust due diligence practices can achieve up to 15% higher asset value over time. At Re:volve Real Estate, due diligence isn't just about identifying problems, it’s about enhancing value, anticipating challenges, and safeguarding our clients' portfolios.
We’re proud to share that Andy Heath, Senior Surveyor at Re:volve Real Estate, has been shortlisted for the coveted Next Generation Leader of the Year award at the Property Awards 2025!
